The Congress is the highest authority and assembly of the party, which is held every three years with the participation of the secretary-general, members of the central council, and representatives of the urban and rural areas of the country.
Party representatives are elected as follows: Each party zone nominates one representative and introduces them to the committee of that zone, who is then chosen by a majority vote of those present to attend the relevant sector conference.
Representatives from the sector conferences are invited to attend a county conference, where they elect the county representatives for the party congress, with the number of representatives being determined by the executive board.
Members elected to attend the party congress are given credentials signed by the chairperson of the county conference and the head of the local county committee.
